Aïn El Hammam. Calvaire à l’état civil
La pression est quotidienne sur le service d’état civil de la mairie de Aïn El Hammam.
Il serait plus facile d’obtenir un visa pour l’étranger que de demander une pièce d’état civil, commentent ces dizaines de personnes qui prennent d’assaut les guichets. Même après l’élargissement de nouveaux bureaux et de la salle d’accueil, le siège de l’APC de l’ex-Michelet n’arrive pas à contenir tout ce monde qui se bouscule devant les guichets d’état civil. Même les personnes âgées venues des localités voisines — parfois de très loin — pour un document d’état civil attendent dans l’indifférence. La tâche n’est pas facile aussi pour les agents de bureaux de l’ex-commune mixte du Djurdjura, (pour la plupart, ce sont des jeunes filles employées dans le cadre du filet social) pour répondre aux besoins de pas moins de onze communes dont, entre autres, Ath Ouacif, Illilten, Ath Yahia, Yatafen… « Pourquoi ne pas décentraliser l’essentiel de ces documents aujourd’hui, alors que les moyens informatiques peuvent être utilisés et faciliter ainsi la pénible tâche aux agents et aux citoyens », se demande un sexagénaire venu d’Iboudraren (25 km). Par ailleurs, dans ces moments de calvaire bureaucratique, le plus chanceux est celui ou celle qui connaît un agent qui lui glisse le papier derrière le guichet.
